To set the mark in, represented by the blue line and marking the begin of your cut, you have to :

 

•Place the playhead where you want to place the blue line.

 

•Click on the following icon : .

 

NB : you can also set the blue line via the contextual menu, by using the right click of your mouse (function also available  in "Snippet") or use F3 (shortcut) (see Snippet+ shortcuts).
